Naturally a factory can't be built in air.

These factories require land.

We can argue that they should go to the waste land.

If any wasteland like seashore is available, as in the case of Gujarat and Tamilnadu or any coastal state, it must be applied first. Okay.

Though in such circumstance we will have to ignore the regional imbalance then.
